Name of the Project: Tele-Medicine Conducting Organization: Rotary Club of Pune Pride, RI District 3131 (Along with RC Pune Heritage & RC Koregaon Park) and (RC Westborough, District 7910; RC Lynnfield, District 7930 & RC Bethlehem, District 7430). Project Outlay: Rs. -- Lakhs Area of Focus: Rural Health Objectives of the project: 1. To build a sustainable health infrastructure in rural part of India, viz. Velhe block in Pune district of Maharashtra state (Block is a sub-division of a District.) 2. To provide doorstep health monitoring services using robust and handheld devices in remote areas away from medical clinics 3. To provide remotely administered expert tele-consultation for health problems and treatment thereof. Need of the project: Expert medical diagnosis and consultation is not available in Velhe block. The Primary Health Centres (PHCs) operated by the Health Department of the District Administration of the State Government offer basic / preliminary medical facilities. However, a patient must travel long distance to these centers, without good road infrastructure. Patients are reluctant, and often fearful, to visit health facilities. Commonly required specialized services of paediatric, cardiology, dermatology, gastroenterology, orthopedics etc. are not usually available. The proposed Telemedicine Project aims to reach the population at its doorstep. Basic health data will be entered and, based on queries and symptoms, preliminary tests will be carried out free of cost at the doorstep. The tests will be carried out by Health Workers who are residents of the same area and are familiar with the population there and their conditions. They are aware of commonly encountered health issues. The health parameters and the test results so collected will be transmitted to the Server at the Primary Health Centre (PHC) at Karanjavane. A qualified medical officer of the PHC will review the parameters of the examined persons for the respective day. If he notices any abnormalities or anomalies, then he would inform the respective health worker to schedule a visit of the said patient to the PHC. He would organize Tele-Consultation with an expert doctor in Pune in related field. These expert doctors will render this service free of charge. Scope of the project: A population of 28,000 habitants of Velhe block of Pune district will be benefited by these facilities. Most of these families are from lower economic strata of the society. Advanced medical diagnosis and consultation facilities are not within easy reach of this population. The project will broadly involve following activities 1. A ‘Health Hub’ will be set up at the PHC at Karnajavane in Velhe Block. The Health Hub will have 12 mobile, trained ‘Health Workers’. 2. The 12 Health Workers will cover the population covered by Karanjawane PHC in Velhe Block, visiting every habitat at least once a year. They will be trained in recording symptoms, carrying out preliminary tests with mobile, hand held medical test devices and recording the test results. 3. The recorded observations and test results for each person will be transmitted, through a Cloud Server, to the Health Hub and to another co-operating organization, Sahyadri Hospital, which will be offering expert medical consultation. 4. The Health Hub co-ordinator will schedule expert medical Tele-Consultation at the Health Hub with respective expert doctor in Pune for needy persons. This consultation will be carried out in presence of the qualified medical officer of the PHC. 5. After Tele-Consultation, the expert doctor will inform the medical officer at PHC about the treatment to be carried out, including medication. Most of the basic drugs / medication are available at the PHC, which will be administered by the doctor at the PHC. If any diagnosis / treatment is to be carried out in Pune, then the patient will be directed accordingly. 6. Extensive data collection and reporting will be done. 7. The project will run for 7 years. Beneficiaries of the project: A population of 28,000 habitants of Velhe block of Pune district will be benefited by these facilities. Most of these families are from lower economic strata of the society.
